B1.3.2. REDD+ funding and expenditure

Currently available data on funding and expenditure for REDD+ is summarised below.

International funding:

● During the period 2009-2014, the total REDD+ finance committed to Viet Nam was USD 84.31 million (including support provided by the UN-REDD Programme, USAID, JICA and others). Of the 44 funded projects, three focused on greenhouse gas emission reduction (USD 11.826 million) and nine focused on REDD+ Readiness (USD 72.28 million).[1]

● Funding under the FCPF-2 project (2016-2020) to support the Readiness phase of REDD+ in Viet Nam was USD 5,693,000.[2]

● A total of USD 10,178,253 was provided under the FCPF Readiness Preparation Proposal (R-PP) process and USD 677,513 for the implementation of activities relevant to the FCPF ER Program.3]

State budget:

● The MARD report (2020)[4] on assessing the implementation of the Forest Development Strategy for the period 2006-2020 shows that in the period 2016-2020, the total expenditure for the forestry sector was VND 54,336 billion, of which: state budget provides VND 9,520 billion; Payments for Forest Environmental Services (PFES) provides VND 11,533 billion; fees for afforestation provide VND 1,375 billion; and other capital accounts for VND 28,823 billion (Overseas Development Assistance (ODA) provides 3.085 billion).

● The Program for Sustainable Forestry Development (PSFD) for the 2021-2025 period hada total budget of VND 90,826 billion (of which state budget provides VND 13,470 billion and other budget provides VND 77,357 billion).[5]

● The National Target Program for socio-economic development in ethnic minority and mountainous areas in the period of 2021-2030, phase I (2021 to 2025)[6] includes Project 3: Sustainable development of agro-forestry economy, sub-project 1, with total budget of VND 13,835 billion; and sub-project 2: Supporting the development of production along the value chain, growing areas of precious medicinal herbs, with a total budget of VND 20,061 billion.

Subnational funding:

Viet Nam’s Third Biennial Update Report (BUR)[7] to the UNFCCC provides information on REDD+ related funding at subnational level, including:

● REDD+ reforestation project. Cat Tien National Park (2017-2020): USD 1,924,286.

● Forest landscape restoration in the framework of REDD+ through community and business collaboration: Learning from experiences in Southeast Asia (2017-2022): USD 2,549,481.

● Operationalising REDD+ through public-private partnerships for sustainable landscapes in Lam Dong: USD 2,007,546.

22 provinces have issued PRAPs up to 2020; however, expenditure data for PRAPs is not available.
