B2.3.3. Outcomes of REDD+ benefit-sharing
Benefit sharing through Payments for Forest Environmental Services (PFES): Trends in PFES revenue (2011-2023) are synthesized annually by the Viet Nam Forest Protection and Development Fund (VNFF).[1] A report on the results of the Program for Sustainable Forestry Development Program for the period 2021-2025[2] and Fig. B2.3.3 below shows the significant increase in revenues since 2011:
● The total PFES revenue in the 2011-2023 period was VND 27,352 billion, including payments to forest owners, payments to contractors and management fees.
● Payments to forest owners in 2011-2020 account for VND 13,764 billion, including protection forest management boards and special use forest management boards at 54%; communities at 14%; Commune People Committees and others at 13%; State forest companies accounts at 12%; and households and individuals at 7%.
● Payments for forest protection contractors in 2011-2020 amounted to VND 3,568 billion (of which the community accounted for 76%, households 20% and others 4%).
● Payment for management costs in 2011-2020 was VND 1,449 billion.
Benefit distribution reported by key REDD+ programs:
- The FCPF 1st Emission Reductions Monitoring Report[3] includes an annex on the implementation of the Benefit Sharing Plan (but not yet accessible). The main report notes that 4 million ha of forest was put under protection across the 6 provinces of the FCPF area, with 57% of the budget over 2018-2019 dedicated for PFES.

● According to VNFF data[1], in 2020, households received 20% of the total amount contracted to protect forests (equivalent to VND 704 billion), communities received 76% (equivalent to VND 2,737 billion, and others accounted for 4%.
