E4. Incentivising the protection and conservation of natural forests and biodiversity

The Ministry of Agriculture and Environment is responsible for overall forest management; provincial Departments of Agriculture and Environment (DAEs) are responsible within their respective localities. Provincial Forest Protection Departments as well as Forest Management Boards (FMBs) under DAEsare responsible for ensuring that forest land is managed and used according to its legal purpose. National and Provincial Viet Nam Forest Funds (VNFFs) are responsible for the distribution of Payment for Environment Services (PFES) benefits from buyers to sellers, and the PFES scheme will play a role in REDD+ benefit sharing.

Provincial and Commune People Committees are responsible for implementing poverty reduction programs.
