A1.2.1. Consistency of Viet Nam's National REDD+ Program with key national forest programs
Viewpoint 1.2 of the National REDD+ Action Program (NRAP) specifically states that the “REDD+ Program is designed in compliance with policies and laws of Viet Nam, and consistent with international treaties and agreements that Viet Nam has participated or signed”.[1]
The NRAP (2017) drafting team included members from eight relevant ministries, including ministries responsible for agriculture and rural development, environment, planning and investment, finance, foreign affairs , justice , ethnic minority affairs, information and communications, and the Government Office.[2] Inputs to the NRAP were obtained through a national workshop on the draft NRAP held in November 2016, as well as written comments received from six relevant ministries and 12 forested province governments (59 of 63 provinces in Viet Nam at the time are “forested”).[3]
With overall goals of forest protection and development, the NRAP is not only consistent with national forest programs but also contributes to achieving the general targets of the Vietnamese forestry sector. In the 2017-2020 period, the key national forest policies, plans and programs included the FDS (2006-2020), Forestry Protection and Development Master Plan (2011-2020) and National Target Program on Sustainable Forest Development (2016-2020). For example, the NRAP sets the objectives to achieve national forest cover of 42% and 14.4 million ha in 2020, which were consistent with the targets of the National Target Program for Sustainable Forest Development (2016-2020).
For the 2021-2025 period, several key national policies, plans and programs have been revised, including the FDS for the 2021-2030 period with a vision to 2050 and the Program for Sustainable Forestry Development (PSFD) for the 2021-2025 period. Their new objectives remain consistent with the NRAP objectives listed above. In addition, for the 2021-2025 period, the NRAP has been integrated into the PSFD, meaning that the key contents and solutions (or PaMs) of the NRAP will be implemented as part of this wider program, such as forest and forest biodiversity protection, completing legal framework, revising plan of forest and forest land use, capacity building, mobilising resources.[4]
The NRAP will also be reviewed and adjusted to keep ensuring the consistency with national forestry strategy and programs.
