Recognition of ethnic minorities and local communities
In the context of Safeguard C, Viet Nam refers to “ethnic minorities” in place of “indigenous peoples.”
The Ministry of Ethnic and Religious Affairs (MERA) (previous Committee for Ethnic Minority Affairs - CEMA) is the Government's ministry performing the state management of ethnic affairs and relevant public services in accordance with the law. MERA is also responsible for coordinating with other ministries and agencies in issuing, implementing programs and pjojects and specific policies related to ethnic minorities; and through its provincial agencies and offices. MERA is responsible for surveying and researching social and economic situation of ethnic groups, ethnic composition, names, customs, practices of ethnic minorities in Viet Nam.[1]
