D2.2.3. Stakeholder participation in development of national and sub-national REDD+ programs

Stakeholder participation in National REDD+ Action Program (NRAP) and Provincial REDD+ Action Plan (PRAP) consultations:

  • The Free, Prior and Informed Consent (FPIC) process piloted under the UN-REDD Programme in 2010 included the participation of 5,500 people in 78 villages in Lam Dong province.[1]
  • Stakeholder participation in the development and revision of Viet Nam’s NRAP (2017) is detailed in Viet Nam’s first Summary of Information.[2] It included drafting by an inter-sectoral team, and extensive consultations with the public sector, private sector, social and professional organisations, non-governmental organisations, universities, institutes and international organisations, and circulation of drafts for comments through the National REDD+ Network and on the national REDD+ website.
  • The development of PRAPs has also included consultation processes, as described under SIS C.2. For example, with the support of Japan International Cooperation Agency (JICA), many consultations were organized between 2016 to 2017 at provincial, district, commune and village levels in 6 provinces of the Northwest region with the participation of nearly 2,500 people.[3]
  • The dialogues between representatives of ethnic minorities and the UN-REDD Viet Nam Phase II Program in 2013-2018 saw the participation of ethnic minorities and local communities (EMLCs) including representatives of 11 ethnic groups from 14 provinces nationwide, the United Nations Development Programme (UNDP), Asia Indigenous Peoples Pact (AIPP), Civil Society Organisations (CSOs); and ethnic minority representation on the Program Executive Board (PEB) of Phase II Program.[4]
  • Stakeholder participation in the development of the Country Safeguards Framework (CSF), including preparation of the first Summary of Information on safeguards,[2] comprised many workshops with participation of public sector, private sector, NGOs, academic and legal experts. For the first Summary, consultations with related national government agencies were undertaken through the Government Working Group on the Safeguard Information System and the Summary of Information (the SIS-SOI Working Group) throughout its development, with written comments received from all 26 agencies represented in the SIS-SOI Working Group. Provincial REDD+ Steering Committees in provinces with PRAPs were also requested to provide comments and public consultation was undertaken through the Viet Nam REDD+ website.
  • A participatory process for the preparation of the 2nd Summary of Information includes a national workshop held in March 2024, sending official documents to department under MARD, research institutes and REDD+ experts in Viet Nam.[5] Table 2.2.3 below provides more information about consultations and reviews of Summaries of Information.

Stakeholder participation in consultations on emission reduction programs:

  • The Forest Carbon Partnership Facility Emissions Reductions Program (FCPF ERP) stakeholder consultation processes (between 2015-2017) are detailed in the Program Document. Stakeholders from local, national and international levels were consulted though: over 30 workshops, interviews, reviews of reports, and a quantitative survey of over 3,000 households. More than 3,400 people participated in communication events and public outreach (more than 40% were female). 46 technical meetings, and consultation workshops on safeguards aspects were organized with the participation of 2,190 people, including 600 women and 1,261 ethnic minority people.[6]
  • In 2022, 7 consultation workshops were organised to prepare the proposal’s Environmental and Social Management Framework (ESMF), including 1 national consultation with 59 participants, of which 35.6% were women; 3 regional consultations in the Northwest, Northeast and South Central Coast with 131 participants (22.9% women); and 3 local consultations with 102 participants (24.5% women).[7] For the LEAF Program, a series of consultations was held in September-November 2023, involving 1 national,11 provincial, and 31 district and commune consultations, with the participation of more than 1,800 people, of which 17.9% were women and 30.09% came from ethnic minority groups, including: local authorities from provincial to commune levels, Farmer unions, Women unions, forest owners, and local communities.[8]
  • A regional consultation workshop was also held in January 2024 to build capacity on safeguards and review the draft second Summary of Information. The workshop was attended by 66 participants from central and local authorities (13.6% women and 10.6 % ethnic minorities). Participants included: representatives from central and local authorities involved in REDD+ in Viet Nam, including Departments of Forestry, Agriculture and Rural Development, Environment and Natural Resources, Provincial Committees for Ethnic Minority Affairs (PEMA), Forest Protection Stations and other relevant agencies in the LEAF provinces, Non-government Organisations (NGOs), and UN agencies.[5]
