B2.6.3. Outcomes of grievance redress mechanisms for REDD+
● The five-year evaluation report on implementation of the Law on Grassroot Mediation was published by MOJ in 2019.[1] This report shows that there were 107,074 mediation teams, 650,366 mediators, and a total budget of VND 247.9 million. Between January 1, 2014 to December 31, 2018, the mediation teams across the country conducted 759,118 cases, with successful mediation in 611,817 cases (reaching 80.6%). Conflicts were commonly reconciled at the grassroots level in the areas of civil affairs, marriage, land and issues arising in community activities.
● Information from the report on the assessment of 10 years of implementing the Law on Grassroots Mediation (2024) shows that there were 846,503 mediators, of which 117,335 are members of the Vietnam Lawyers Association (accounting for 13.87%). From January 2014 to December 2023, there were 1,364,806 mediation cases in the country (an average of 136,481 cases/year), of which 1,096,572 cases were successfully mediated (an average of 109,657 cases/year), reaching a rate of 81.2%. The rate of successful mediation in some localities is not high due to the uneven quality of mediators in the localities, especially in mountainous provinces and ethnic minority areas.[2]
● Grievance Redress Mechanisms (GRMs) for REDD+ will be implemented through existing processes and tailored for specific REDD+ programs such as the FCPF and LEAF Programs, with the inclusion of provisions in the Program Operations Manuals (POMs) and data on grievance redress compiled through provincial reporting.
