B1.2.3. Outcomes of regulations and measures for accountability and corruption control
Viet Nam monitors and reports on anti-corruption measures, fund management for forest sector activities (including REDD+), Payments for Forest Environmental Services (PFES), and in the future, distribution of REDD+ results-based payments. The SIS (B2.3) also compiles and shares available information on the distribution of benefits from REDD+ results.
Reporting under this indicator includes:
- Anti-corruption reports are posted on the websites of relevant government agencies, including for the forest sector, e.g. National and Provincial Forest Protection and Development Funds.[1]
- Data on PFES such as revenue and expenditure by forest owners is provided by VNFF.[2] PFES earned more than VND 27,252 billion in revenue (about USD 1.09 billion) during the period 2011-2023.[3]
- To improve transparency in implementing PFES policies, the VNFF has applied non-cash payments. Results of payment for environmental services through bank accounts, electronic transactions and post offices in 45 provinces implementing the PFES policy have shown that all Provincial VNFFs deploy payment through accounts.
- Under the FCPF ERP, the distribution of benefits from REDD+ will continue to be implemented and monitored through the PFES scheme and reported by the VNFF.
- Data on the LEAF Program benefit distribution in the future will also be reported via the VNFF and the SIS (see B.2.3.3).
