Cancun Safeguard (A) - That actions complement or are consistent with the objectives of national forest programs and relevant international conventions and agreements
Safeguard A, in the context of Viet Nam, means that the specific REDD+ policies and measures (PaMs) set out in the National REDD+ Action Program, Provincial REDD+ Action Plans and REDD+ programs are expected to be consistent with or complement the objectives of Viet Nam‘s national forest strategy, plan and programs, and their guiding principles (which include rational and sustainable use of natural resources as required by the Constitution (Article 63, the Constitution 2013), as well as the objectives of 17 relevant international conventions and agreements.
In Viet Nam, the actions referred to under Safeguard A are defined as the specific PaMs taken by the Government of Viet Nam during the implementation of the overall REDD+ activities, consistent with UNFCCC Decision 1/CP.16 paragraph 70. Priority PaMs for the country as a whole are defined in the revised National REDD+ Action Program (NRAP) approved in 2017[1], which is under revision again in 2025. Priority PaMs for specific provinces and subnational programs are defined in Provincial REDD+ Action Plans (PRAPs) and REDD+ program documents.
Viewpoint 1.2 of the NRAP (2017) specifically states that the ‘’REDD+ Program is designed in compliance with policies and laws of Vietnam, and consistent with international treaties and agreements that Vietnam has participated or signed’’.
There are two elements for this Safeguard:
- A1. Consistency with national forest programs
- A2. Consistency with relevant international conventions and agreements
