E5. Enhancing social and environmental benefits of REDD+

The Ministry of Agriculture and Environment (MAE) has been the focal point for the development and implementation of the National REDD+ Action Program. Provincial Departments of Agriculture and Environment (DAEs) are responsible for developing Provincial REDD+ Action Plans, including assessment of benefits and risks, with appraisal and approval by the Provincial People’s Committees.

MAE is also responsible for developing legal guidance on social and environmental impact assessment, and Strategic Environmental Assessment (SEA) and is responsible for the appraisal and approval for national and multi-province projects. Provincial DAEs are responsible for the appraisal/approval of Environmental Impact Assessments (EIAs) within their respective localities.
